They probably saw other people at least casually, but I don't think it's that unlikely that they were each other's first serious relationship. They're both pretty dysfunctional and the Marauders were an awfully tight-knit group and there was a war on when they left school, so I can see a lot of reasons why they both would have found it difficult to form proper relationships with anyone else.

Actually I think fandom underestimates quite how loopy they both are. Remus says he never had friends before he came to Hogwarts which, considering he was eleven by then is bound to have screwed up his emotional development. And Sirius is practically a poster boy for mental instability in teens--apparent history of mental illness in the family, teen runaway, pattern of anti-social/criminal behaviour, and possibly a survivor of domestic abuse. I don't think they're nuts or anything, but neither of them seem to be particularly emotionally stable.
I didn't have any friends until seventh grade, which it actually twelve/thirteen. I doubt you guys want to hear how my emotional development got screwed up by that. Not that I'm crazy. I'm not. *shifty eyes*
